UPDATED SOLUTION: If you have done ALL of the below and you have intel i7/9 13/14gen CPU then this MIGHT work for you.
Step 1. Change power settings to “Power Saver” mode and test. If this works, congratulations.
Step 2. Go into BIOS and underclock your CPU (if you do not know how to do this PLEASE watch videos/read guides or go to your local computer repair shop for help) - test
A combination of underclocking and leaving my power settings in “Power Saver” has “fixed” my issue.
This likely means your CPU is damaged, though. Feel free to research ways to test your CPU and determine if you want to replace it or continue using the lower-performing settings.
