What did you do to get this issue? I went to the driving instructor, watched the introduction, then I went down the steps directly after for a friend to give me some starting cash, and upon going back to the instructor is a glitched menu that says “Select a Category : Take the Driving tests, Close” and when I hit “E” on either it just brings me back to that same exact menu and loops infinitely.

Also add what you already tried so far: Ive tried restarting the game about 7 times as well as restarting my computer.
