I factory reset my pc and got this issue

Which antivirus/firewall software are you using? Avast, it happened with windows security too
Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far.
Using a VPN, (NordVPN) reinstalling gta 5 and restarting. plus running as admin
