Are there limitations to the amount of MODS on the server between keys?

  1. Example: custom clothes, vehicle mods, do they consume key slots?

  2. Are there any minimum requirements for which key to buy that interfere with what I can put on the server? like scripts, MLOs, etc.

Many people I talk to claim that it is necessary to have the 2048 slots key so that I can put a reasonable amount of custom clothes online, is this correct?
