What is the issue you’re having?

after launching fivem on the downloaded version of the game gta 5 enhanced, I get an error that I do not have a license for the game gta 5

First of all, FiveM only works on GTAV Legacy, so be sure to download and use that. Once you are, load GTA:O (without FiveM) at least once for the license to apply, you should be able to then play FiveM.
