Only thing is you need is a social club account with a key of GTA 5 registered to it. So yes you do need to have GTA 5 installed, but steam is not a required.

I have a legit key of GTA5 through Social Club and its installed.
I thought because I didn’t buy GTA from Steam, I could not play FiveM, but that is apparently not the issue.

I’ve done everything and it still doesn’t work, and it looks like im the only guy with this problem.

God doesnt want me to play FiveM. I think ill listen to him.
