**Did you try to delete content_index.xml and try again?**Idk what that is. I deleted Gta and fivem and reinstall both

Did you try to disable/uninstall your Anti-virus?

What is the issue you’re having? DLC files are missing (or corrupted) in your game installation. Please update or verify the game using Steam, Epic Games Launcher or Rockstar Games Launcher and try again. See rsg.ms/verify step 4 for more info.
Currently, the game installation in 'D:\SteamLibrary\steamapps\common\gta' is being used.
Relevant files:
update/x64/dlcpacks/mpsum/dlc.rpf It says this when i try join games and never works
