    /permadecal
    ○ Added remove decal option for administrators. Default command names:
    /adminremovegraffiti
    /adminremovesticker
    ○ Added gif option for custom URL decals.
    ○ Added option for disable graffiti and vehicle sticker to cfg. (disableGraffiti & disableVehicleStickers)
    ○ Added decal size switching rate to cfg. (decalSizeStep)
