CURL error code 18 (transferred a partial file)

What is the issue you’re having?

Each time I open up FiveM, the resources take 2 hours + to download (any server on any region), before failing right at the end and throwing this error:

Couldn’t load resource monitor: Failed to open packfile: ReadBulk of header failed: Failed to fetch: Failure downloading resource.rpf: transfer closed with 12324864 bytes remaining to read - CURL error code 18 (Transferred a partial file)

What have you tried already to fix the issue?

  • Cleared cache
  • Reinstalled FiveM
  • Reinstalled GTAV
  • Verified integrity of GTA files via Steam
  • Allowed FiveM through Windows Defender
  • Turned Windows Defender completely off
  • Ran FiveM via ethernet connection
  • Ran FiveM via wireless connection
  • Verified my internet connection is stable
  • Power cycled my PC multiple times
  • Checked drivers were up to date

You just have an unreliable/bad connection, contact your ISP for assistance. Chances are the ISP throttles P2P traffic, which is a common practice in some parts of the world
