Creating a cops and robbers server

I rarely see any released cops and robbers servers. I’m not a developer but I do have the finances. I’m interested in making a cops and robbers server that focuses on things like robbing banks, houses, cars, fishing for money, weapon dealers, server lotto and etc. If anyone has played San Andreas private servers(SAMP) they would notice I’m talking something similar to CrazyBob’s servers.
