Create global cooldown to block / initiate theft

Hello, I am trying to create a global cooldown to block / initiate a bank robbery but I was unsuccessful, I would like someone to please help me.

I am trying to use this cooldown system: [Release] Priority Cooldown

but I can’t get the start info from cooldown / when it ends.

I want exactly that if the cooldown is in use, it blocks starting a new theft until the cooldown is over.

could someone please help me? please.
