Did you try to disable/uninstall your Anti-virus? yes

Also add what you already tried so far. i tried compeletely remove and reinstall

A good format you could use: what have you tried to do, what did you expect to happen and what actually happened. I tried limit the fps because i thought it could be cause of optimization problem about fps rates. I tried remove and reinstall compeletely. I tried update the drivers.
