Which antivirus/firewall software are you using?
Malwarebytes and windows antivirus
Did you try to disable/uninstall your Anti-virus?
yes
Also add what you already tried so far.
fully uninstall fivem
verify gta
check gta works yes
also downloading the dll files but that didnt work so i clean installed it again
gta v is on a diffrent drive from the fivem install(tried moving fivem to same drive same error)

Try creating a exception via your antivirus software many ros token errors are in relation to the antivirus

that worked i guess when i turned it off that actually didnt turn everything off on it so you need to add an exception.
