Cpu 0 to 10 % usage + environment questions

i have a cpu - i5 12400 + rtx- 3070 and I overclock my gpu and in fivem I use 100% of gpu usage, but my cpu is between 0 to 10 % and that “problem” causes low fps in servers and non playable gameplay … and I tried all the things ( fps packs ) ( softwares ) etc… and i still experience low fps and not "fun + enjoyable “” gameplay so i need your help to fix this
