Okay I found this server that states “You have to donate to be able to use Supercars”. Is this technically volatilizing FiveM T.O.S. They are using the money to be able to run the server but it kinda seems like bribery or something to be able to limit content. If someone donates it should be under the will of just doing so not just because they want the content.

Don’t make money off of FiveM. Not even your game services. Covering costs incurred from third parties (server rent, product licensing, …) is fine, however any additional profit (including ‘donations’ other than to cover acute costs) is not.
not to charge/require donations that do not cover acute costs like server rent, product licensing so yes there in violation of fivem tos and would report them.
They are not in violation of the ToS, how they get the donations dont matter as long as they are not profiting off of it.
So as long as they stop there donations at the costs to keep the server running there fine.
It is allowed. As long as donations do not surpass immediate server costs. Nothing says you cannot give rewards for donations.
