Most my attempts to fix have been from reading posts where people have had similar problems and found a fix.
Uninstall & Reinstall
change network settings
delete DigitalEntitlements
delete data folder ( equiv cache )
delete ros_id.dat
Tried vpn’s with no fix.

The resource it couldn’t load changes most the time when I keep trying
What did you do to get this issue?
I have been playing on the server for 4 weeks then the same day I’m playing on the server I get this problem and I’m the only one who can’t connect to the server.
What server did you get this issue on? Be specific and name some, ‘all of them’ by themselves isn’t useful!

Additional comments

I’m the only one with this issue as everyone else who plays on it can join just fine. I’ve tried VPN’s and nothing I’ve done thus far fixes the problem.
