What did you do to get this issue? I wanted to start the RP server on vps Serverproject.eu. I uploaded the package and wanted to turn on the server. Everything was loading nicely and suddenly this error.
What server did you get this issue on? My server HoneyRP

Which antivirus/firewall software are you using? Windows Defender
Did you try to disable/uninstall your Anti-virus? Yes

Also add what you already tried so far.
I deleted the server cache thinking it would help.
