Among Korean Internet companies, “KT” companies can connect to the server normally, but SK Internet companies or LG Internet companies cannot connect by error as shown in the picture.

There’s not much FiveM-related to be done here as this is a country network-level issue; however, you can try using a VPN (at least a proxy, but VPNs are better for security etc) to connect and it should fix the issue for you.
