Connecting to FiveM server doesn't let me chat or use server menus, then times me out

Recently I added a new map in ymap format to my server. Upon attempting to join, it lets me join, walk around, interact with players, runs the welcome message and other resources, but the chat and server menus do not work. I then receive a “timed out” message and my client crashes.

GTA V version? 1.0.1365.1
Up to date? Yes
Legit or Pirate copy? Legit
Steam/CD/Social Club? Social Club
Windows version? Windows 10
Did you try to delete caches.xml and try again? Yes

What did you do to get this issue?: Connected to my server as usual after adding a new ymap.

Also add what you already tried so far: Clearing my cache, restarting my client, restarting the server.

Fixed upon restarting my PC. But would like to know why this happens.

I have not yet solved for more than 3 days. The problem persists continuously, on any server I start playing. This program is damned to shit.
