Please use the default server config file, by removing all the start x could cause this issue.

You need to use zap hosting. That is why it is not working probably.
all can join the normal ip i think thats not the problem … 
Still you need to switch to zap, that company is not allowed to host fivem servers. Read the terms of service

I believe zap-hosting gives you hosting for free for a month if you prove you paid another company ( @zaphosting would have to verify) . Btw TOS: https://runtime.fivem.net/fivem-service-agreement-2.pdf

Not if you pay for extra cpu etc, or buy a vps.
