You need a clean GTA V in order to run FiveReborn.
@Boss im using mods though for the server im playing on also what do you mean by clean

Without modifications. Modifications are not supposed to be in your GTA V directory.

Verify your GTA V files first. Then make sure FiveReborn starts, then install modifications.

At this point there are no mods to simulate police roleplay.
