Changing settings failed. Make sure you have full administrator rights and try again

Hi!
I have a problem with the installation of fivem. It looks something like that → when I install GTA from rockstar and I want to install fivem I get an error while fivem connecting with rockstar: Changing settings failed. Make sure you have full administrator rights and try again.
What did you do to get this issue?
In every file that can be run from rockstar.I tried to set every possible user from rockstar to run as administrator, additionally I added all possible permissions for each user on the computer, the same for fivem. Unfortunately, I can’t run fivem with the administrator because it finishes the installation and tells me to run normally. So I can’t install fivem.
Do you have any idea how I can get rid of this bug?
