Also add what you already tried so far.
Tried setting up carvariations for addon vehicles. Addon vehicles work fine without carvariations, however from research, for sirens to work properly with addon vehicles it requires a carvariations.meta. Attempting to load carvariations onto the server causes the game to crash.
