Can't Update Cache

When on “Updating game chache” I usually get stuck on “Starting IPFS discovery” - However sometimes it does pass this and starts downloading but the downloads get stuck at anywhere from 0-9% - Taskmanager shows 0 Network usage but constantly high CPU Usage (Anywhere from 16-20% Usage with 75ish MB Memory usage.) And 0% network usage.
The RedM Client shows sometimes regular download speed of around 2MB/s to 0MB/s
I’ve left this on to download overnight and its not slow download speed either unfortunately.

Did you try to disable/uninstall your Anti-virus?

Did you start Rockstar Games Launcher not as admin?
Yes
Also add what you already tried so far.
Tried restarting internet connection
Tried using VPN from multiple different countries (With IPFS Ports open)
Tried reinstalling RedM
Tried Reinstalling RDR2
Running RedM as Elevated (Was notified it won’t do anything)
Running R* Launcher as Default & Elevated
Running RDR2 while downloading
Downloading through RedM Singleplayer launcher
