Did you try to delete caches.xml (not cache/!) and try again? nope i try to install
System specifications: windows 7/4gb ram/4 procesor/video Nvidia GF730 2gb
CitizenFX crash zip file (‘Save information’ on a crash): don’t have
logs/CitizenFX_log files: don’t have
.dmp files/report IDs: don’t have

Did you try what the error message suggests you, install Platform Update for Windows 7? Or better yet update to Windows 8.1, Windows 7 is end of life and no longer supported by Microsoft.
