Did you try to disable/uninstall your Anti-virus? No

Also add what you already tried so far.

Downloading a separate bink2w64.dll file online and replacing the updated one.
Reinstalling both steam version GTAV and FiveM

Find this .dll file inside your GTA V folder and delete it. Then:

Go to %localappdata%\Digital Entitlements and delete this folder.

Then go to steam and validate your GTA files.

Thank AbraLincoln, so after deleted the file, as I open FiveM, the log in for FiveM social club popped up. After entering the login information and password, the same error popped up.
