Did you try to disable/uninstall your Anti-virus? Yes

Also add what you already tried so far.
Turned Firewall and antivirus down same error. Tried with vpn getting same error. When I open runtime.fivem.net/client on browser I get an error refused connection from the website. Please help me.

That means either a firewall or antivirus on your machine or some network issue is preventing you from connecting.

What it exactly is is impossible to say, but it’s definitely a “you” issue.

I turned Firewall and antivirus off and then opened the installer. I get same errors. How can I find the problem?

Keep in mind any other software you may have such as spyware/adware scanners and the such can also block things.
