That should be able to run FiveM fairly well, depending on the server, but definitely don’t go wild with any “graphics pack” nonsense - 1050ti and 8 GBs of RAM won’t do you any favors.

For most servers I’d say op is cooked, even “optimized” ones usually have a ton of assets they can’t escrow that are probably going to be too much.
If you’re on a strict budget, save up and buy a used graphics card. A 1650 can be bought for pretty cheap.
And don’t forget the RAM, too, 16 GBs is the minimum nowadays lol
Using Graphics Pack with bit newer GPU GTX 1070 and runs ok
1050TI and Ryzen 5 2600x are both extremely outdated. You could get away with running FiveM on low, maybe, medium settings at 1080p.
The Ryzen 5 2600x is a decent six-core processor, some servers will play better than others. If you want my two cents, try and find well optimized servers - if you choose servers that are poorly optimized then your CPU will not thank you 
Your RAM is significantly below standards, some of these massive assets servers use will eat up all that memory.
P.S. - Don’t even think about graphic packs, at least until you upgrade.
