You should open steam in the background since a lot of servers require steam. It’s fine if it’s purchased anywhere legally.

For the sake of the topic, you can play without steam.

FiveM requires you to have a social club account which owns a copy of GTA 5, If you meet these requirements, then yes you can play FiveM.

He means that most servers have it set to require steam… not that FiveM within itself requires it.

As a note: you CAN play steam only servers with a rockstar version of GTAV
