That glitch usually means you’ve got two mappings colliding in the same area.
Most of the time it’s duplicated YBNs (road/building collisions), stacked YMAPs, or an MLO overlapping something else.
Quick way to test: go to the coords, then stop the nearby mapping resources one by one until the bug disappears. Once you find the culprit, remove the duplicate collision/YMAP or re-export it without collision.
Tools like CodeWalker help a lot to spot overlaps.
