If you don’t want to use EUP because you would need to stream the clothes then even other replacements that are non-EUP won’t work. Atleast if your intention is not to spend 15$/mo.
GTA should have base clothing for fire fighters, I don’t exactly know the numbers and names, but you should be able to easily find them by searching on google or in any clothing editor.
