If you can’t start the game at all
GTA V starts up normally and is playable and Fivem get me blue screen almost everytime as soon as i open it

What have you tried already to fix the issue? Update Driver, Reinstall Windows, Reinstall FiveM, Clear TEMP, Reinstall GTAV, Reboot System.
Sometime it open and let me play sometimes it doesnt

That is truly wild, are you using any third-party antivirus software at all? That may be the cause.
Otherwise, make sure to update your Windows all the way and your GPU drivers
This issue could be caused by a few things: corrupted or missing files, bad drivers, virus, etc
Here is what you are going to do.
Open Command Prompt as Administrator
Run sfc /scannow
After that is done you will run these one at a time Dism /Online /Cleanup-Image /CheckHealth Dism /Online /Cleanup-Image /ScanHealth Dism /Online /Cleanup-Image /RestoreHealth
Then you will run chkdsk /r
These will all check and try to fix any issues on your device. After you have restarted you can try to launch FiveM again.
