I would like to make a private server that doesn’t pop up on the global server list. Not interested in “licensing” it. Is this at all possible, or is this being forced upon me? If that is the case, I’d rather use something else. I don’t want to be bound to some service to enjoy my time with others.

Ok, no problem, remove the comment (#
) from in front of sv_master ""
in your server.cfg file, and this will stop it displaying in the server list.
Also not a problem, add a new line to the bottom of your server.cfg that looks like this:
sv_lan true
You no longer require a key, but obviously can only join locally.
Nothing is being forced upon you.

Well I’m not too sure how you’ll be having fun with others unless it’s a lan party, but I hope you enjoy your time with others anyway.
I’m mostly interested in just playing within a circle of friends via the internet, I’m personally just not too hot on this whole licensing idea. But good to know that it can be worked out. Thank you for the thorough response.

You can delete "svadhesive"
from the server’s components.json and direct connection will work fine; just that it won’t show up in the server list.
I will check this solution out once I have solved an issue that I’m experiencing.
EDIT: Alright, I’ve got it fixed, although without svadhesive, the server throws me this:
GlobalError: Assertion failure: instance.GetRef() (C:\gl\builds\4ff63adb\0\cfx\fivem\code\client\shared\Registry.h:166)
