i formatted my pc and updated everything from windows and my gpu and installed vcredist 2015 x64 and downloaded a clean copy of gtav from steam and then downloaded fivem and got the error

ok found a fix that worked for me. i used a vpn to let fivem download the update and everything downloaded without errors.
