Which antivirus/firewall software are you using?
Did you try to disable/uninstall your Anti-virus?

Also add what you already tried so far.
I tried deleting fivem cache,uninstalling fivem re-installing,same thing twice,deleting gpu drivers,reinstalling gpu drivers,updating them twice.
