That looks more like Win7, not 8, and it may be you need to install more security update for it to work.

How do you know? windows 7 was the last OS to do transparency on the outer edge of the windows like that.
Its most deff windows 7. not sure if it works in Windows 7 or not but if you type in winver in the run command it will tell you what it is.
Try installing only these updates (KB4474419,KB2758857,KB3138612,KB2999226,KB2729094,KB2670838,KB3063858,KB2685811,KB2534111,KB976902).I installed these updates and after that I did not receive any errors.
These updates are for Windows 7 not Windows 8 . FiveM servers needs SHA 2 support.Your Operating System is Windows 7 not Vista according to the picture

You can download most of them from microsoft themselves. simply google the packages listed.
