Did you try to disable/uninstall your Anti-virus? Completely uninstalled it.

Also add what you already tried so far.

I have uninstalled, reinstalled it, both FiveM and GTA. I have rebooted my computer, uninstalled my antivirus.

GTA V online and the game itself both run fine and work. Everytime I try to open the FiveM.exe from my downloads folder it creates a different version named FiveM.exe.old

Honestly, I am not super savy with computers, and I need some help. It HAS run on my computer before perfectly fine. I had uninstalled it because I had stopped playing GTA but have been wanting to get back into it.

Actually, after a few hours of working on this, my dumb ass figured out how to get it to work - at least for me.
For some reason something in my computer, and possibly others’, prevents it from opening it up directly from my downloads folder.

To get this to work, you must put the .exe into the GTA folder and THEN try to open it. Should update and install just fine.
