Did you try to disable/uninstall your Anti-virus? Yes
Did you start Rockstar Games Launcher not as admin? Yes

Ok so I finally got RedM working. So for anyone else that comes across this issue try to opt out of steam beta client. Also whenever you reinstall RedM make sure to fully delete every file that might be left over.
