I think that this is nightvision mod, there is alot of them on the fourms, search for them.
Looks like Terrov Graphics or NVR
Doesn’t look like there is a graphics mod present in these pictures. although if you’re talking about the bright lights more than likely it is the RADIANCE V Mod.

night is darker than in my screenshot
Just turn down brightness in game. It makes nights dark and looks rly nice
