Weather.xml Streaming

Would be amazing if we were able to stream the weather.xml file to user, giving server developers the ability to do things such as reduce wave size, make insane weather patterns ect.

Thanks for that this will work for now, there are other items in the weather.xml that may be useful though so I will continue to hope for its implementation.
