I would like to install the server under my VPS, but is Ubuntu mandatory? Because when I execute Mono’s commands nothing happens.
(I do this on Windows)
If you have a windows server vps you can surely use that. I myself use Ubuntu.
Have you updated and upgraded?

No the vps. It might not have the correct things to properly run.
You did try to add the repositories, but sudo isn’t installed. Try the command’s without sudo in the command. Or install sudo (i’m not sure how it works with Debain, i’ve never used it.)
The weird part with 14 of Ubuntu is there is no Sudo. You can install it though… Kinda stupid as it should come with Ubuntu
You’re logged in as Root why would you need to use Sudo?
I had the same problem when using root. Im not sure if root uses sudo or something but the only way to fix was to install sudo
