Which antivirus/firewall software are you using?
Did you try to disable/uninstall your Anti-virus?

The problem I am having is with the VC. We can talk outside of vehicles and inside of the vehicle. But if someone is outside a vehicle and someone is inside the vehicle we can’t talk back and forth. There is no audio. But as soon as someone gets out of the vehicle we can talk or as soon someone gets in the vehicle we can talk.
Any idea why this is happening?

Voicechat within FiveM is controlled by what sort of implementation for voicechat already exists on the instance you’re trying to play on. E.G this would be entirely a resource side issue that might need looking in to from the server instance owner themselves or anybody affiliated. Unfortunately there’s not much assistance that could be provided from our end as this is not a client issue.
