Sounds like you download this pack from a suspicious website. That XML file isn’t going to do anything, you specifically need the meta files unfortunately.
What I would do, if possible, is search online for the vehicles so, for example sake, let’s say that this pack claims to have a Subaru WRX STI or whatever, you’ll need to look for that.
