Unable to even open REDM

What is the issue you’re having?

I own rdr2 through rockstar, I installed REDM today to play with freinds after last playing it on a different pc with the same account, I can not get further in opening redm than valdiating rockstar entitlments and for some reason dont have a digital entitlements folder, I am met with these issues no matter what I try and do

What have you tried already to fix the issue?

fresh install of redm
portable install of redm
verifying game files
