Did you try to disable/uninstall your Anti-virus? i have the Anti virus thats on Win 10
Also add what you already tried so far.

Just search in your directory For FiveM to Find the Application data file, When you do, try by posting your Citizen files ETC, Try by Disabling your anti virus And running it again,
i just turn off the Anti virus and its running the update
