Hey there, I recently gathered together with a group of devs and made a server. A lot of time and effort was spent in making this server and we got a lot of plugins and features going. My only question is, how do I advertise it? Dumb question I know, but is there any place where I can put my server IP up and bump it every 24h for example? Or any other methods to get your server more populated? The issue that we are having right now is that no player wants to join an empty server. Sometimes there is 8 of us and some people join from time to time, but not many stay as they can just go to more populated servers. I feel like I tried every option now, from forum advertisement to going on random websites. What else can be done to spread your server out there?

All I can say is having a unique and fun server will get you there eventually.
Beside that, you need to get the word out there that your server exists. See what brig suggested.
