Did you try to disable/uninstall your Anti-virus? My antivirus is not the issue as it has worked before with my antivirus, nothing changed.

Also add what you already tried so far.
Here is my problem:

It shows up in a small ass window and is stuck at this screen, with no menu.

Tried Alt+Enter on start, this only screws the resolution up and makes it fullscreen, with no menu that shows up, meaning no results.
Tried restarting my computer.
Tried Reinstalling FiveM.
Tried going into FiveM singleplayer and changing the resolution and fullscreen, but it didn’t update on FiveM.
Tried deleting FiveM, reinstalling GTA V, going in, updating resolution and making it fullscreen, and then installing FiveM.
Tried changing my screen resolution with windows, opening FiveM, then changing back.

This IS important it has everything to do with the menu not loading for FiveM if you have an AMD Mobile Graphics card or on a laptop in general.
