The reasons to get a server experiencing high ping are bellow:

Crap server. Most of the cases, the server is located very far from you what will result in high pings;
Crap network. Remember that even VPS servers share the network with other computers. DDoS attacks on network (don’t need to be, necessary, in your server but in any other in the same network), bad firewall settings, restricted bandwith, restricted server speed and many other specs regarding network may interfeer in your server;
Bad optimization/scripts. It can be a reason for high pings, as the server takes time (specially for low specs server) to execute the scripts and them stream the results. This -delay- on script executing is reflected into player’s connection. I know that you mentioned that your server is even offline, but this thread can be used for future references.

Finally, the key you use cannot interfeer on the server ping, specially if your server is OFFLINE. As I said, check for network issues, then firewall configs and then for any network restriction.
