Stuck with legislation/announcement overlay

What is the issue you’re having?
Anytime I load into any city, upon character selection I’m welcomed by a stuck announcement/legislation screen. After selecting any of the characters, it doesn’t go away, it lets me access chat console (t), i can select my spawn location, but I can’t see anything else. Since the environment looks like MDW overlay, upon trying to enter MDW as a cop character, everything freezes and I can’t do anything, just move my mouse. When I try to exit the game, even GTA environment is hidden behind this overlay.

Load into any of the cities and play

What have you tried already to fix the issue?
Verified GTA V files, cleared FiveM cache, reinstalled FiveM, tried to quit through console. Neither of them helped.

Reinstalling GTA V files to another disk helped - don’t know whether the disk it was one was having issues or not, so maybe just a clean installation of the files would do the trick.
