Did you try to disable/uninstall your Anti-virus? Yes
Also add what you already tried so far.
- Updated all “important Windows updates”
- Tried various servers; some load in just fine, some get hung in the resources loading screen
- Reattempting to join sometimes loads in further, sometimes loads in less than before when it hangs up
Is it because of Windows 7 lacking some .NET frameworks by default whereas Windows 10 has them preinstalled? Or maybe some other dependent software? I’m not sure the logs are of any help, I don’t really understand them.
Tbh, it’s probably servers streaming like 200 cars and causing stability issues. How fast is your Internet? It may take a long time to download everything. Some servers have like 1GB+ of new data to download.
50Mb/s. I was able to get into these servers fine when I ran Windows 10 Pro until it kept auto updating and being unreliable, so that’s why I just switched back to good old Windows 7 Pro. I’ve left it doing its thing for over an hour without any luck. I’ve asked a server owner if he had any data and he said it just shows me connecting to the server but no error messages on his end. I’ve disabled firewalls on router and in Windows just as a last resort and no luck with that either. I’m afraid I’ll have to put Windows 10 on a separate hard drive just for playing FiveM lol. I’ll give it another chance while I’m not at my PC for awhile. Thanks for response! 
I tried it multiple times and some servers it just stop downloading resources. My network bandwidth monitor shows my computer’s download bandwidth drops from 50Mb/s to 0.2Mb/s while trying to join some servers. Even with all my firewalls off, no luck.
I give up.
You could try clearing your cache and joining again. In theory, once you get in once and the resources are cached it will be more smooth.
